No.  It is not in MandrakeUpdate.  It is also supposed to be a "bug fix" 
release...but is itself buggy, at least the precompiled binaries I installed 
from  ftp://nebsllc.com/pub/KDE_UPDATE

Some apps no longer work or, apparently, even exist.  The kpanel settings 
menu item - no worky.  The update-menus app doesn't work - it freezes up when 
it gets to the kde section in /etc/menu-methods/ directory and nothing comes 
of it...ever.  The script is itself either dicked up or menu is (I have 
menu-2.1.5-42mdk installed...do NOT say you need menu-2.1.5-44mdk because 
this defeats the whole purpose.  To use 2.1.5-44mdk, you must upgrade other 
packages that are undesireable because they will break many other 
dependencies and put you on the road to unstable beta installs).  There is no 
kde system monitoring app anymore (used to be ktop, then its name was changed 
to something else in kde2.0 and it is nonexistent in the kde2.1 from the site 
above).

I am about to dump it and go back to the functional 2.0.  This bug fix 
release needs a little work before it is ready.
