Take a look at the file "/etc/sysconfig/clock":
The variable UTC should be false in your case since the CMOS clock
of your machine is not set to GMT.

If you like GUI admin, click [DrakConf] then click [Linuxconf].
Go to the tab [Control] and click [date & time] then uncheck
[universal format].
