Windows 98 does have an equivalent of Linux's /etc/hosts.   A sample
file is installed for you in c:\windows as hosts.sam.    Use this as
a template for a file called 'hosts', one on each of your Windows
clients.

If you have a hosts file on each machine, you don't need a local DNS
- use only your ISP's DNS.  The DNS entries in winipcfg for each
machine must be those of your ISP.
