Hello,
I remember seeing alot of posts about not being able to change the
background for the KDM login screen. Here is the fix:
Edit /etc/X11/xdm/Xsetup_0
Add "/usr/bin/kdmdesktop" after the xsetroot lines
Here's a cut from my Xsetup_0 .....

/usr/X11R6/bin/xsetroot -solid "#112233"
/usr/X11R6/bin/xconsole -geometry 880x230-0-0 -daemon -notify
-verbose -fn
fixed -exitOnFail
fi
#inserted by me to fix background
/usr/bin/kdmdesktop
if [ -x /etc/X11/xinit/fixkeyboard ]; then
<---snip--->
That's it, and now you'll be able to change your wallpaper at will.
