There is absolutely no problem with the linuxconf RPMs. I have a
local mirror on my machine so I can keep an eye on things easier.
Take a look:

(vdanen@logan: /share/updates/7.2/RPMS)$ rpm -K linuxconf*
linuxconf-1.21r5-5.1mdk.i586.rpm: md5 gpg OK
linuxconf-devel-1.21r5-5.1mdk.i586.rpm: md5 gpg OK

linuxconf-util-1.21r5-5.1mdk.i586.rpm: md5 gpg OK

There is a problem elsewhere then. There could be a transfer problem
between mirrors, but somehow I doubt that. Have you checked the
primary sites? Like sunsite.uio.no? or ftp.sunet.se?
