It is not necessary to use security=share.
Can your win9x box access shares on the win2k box ? Have you got Netbeui
installed on win9x (a VERY BAD idea, it messes with smb over tcp/ip,
since samba does not support netbeui).
I suspect that your problems are mostly win9x setup problems. On a
default mdk7.x install, all that I've needed to do (to access samba from
win9x, winnt, win2k) was to change the workgroup and netbios name, and
enable encrypted passwords.
If you have troubles, post a copy of your /etc/smb.conf file.
