did you do 'rm -rf /tmp' or simply 'rm -rf /tmp/*' ?

If you did the former, you'll need to recreate /tmp,
but you'd like to get the permissions right:

(as root)

mkdir /tmp
chmod 1777 /tmp


If you've not removed /tmp, then I have no idea.
