I have seen this question asked in the past but paid no attention and 
eliminated the messages.  Now I want to ask.  Is there a net2phone-like app 
for linux?  

I have run some searches and find NOTHING.  All I find are things like 
speakfreely, which is NOT the same thing or as good/useful.  Thus far, every 
single voice-over-IP app that I have found for linux is merely a glorified 
chat/IRC app that requires the receiver to have a compatible piece of 
software on their computer.  

I would like to dial someone's phone, not call their computer.  Most of the 
people I would be interested in calling are not at their computer all day and 
do not have their computer running 24 hours a day.  They all have telephones. 
If there is no such beast for linux...why not?  Is it really that difficult 
to write software to use your modem/ethernet card and soundcard to ring a 
telephone and send voice signals?  Is it necessary for a server to be setup 
somewhere that would route internet traffic to phonelines?
