You should be able to reproduce the error message by issuing 
/etc/rc.d/init/d/network start.  The boxes that I have had problems with, 
and I have one currently, ethernet cards not initializating at boot has to 
do with the driver module.  See if using insmod by hand (/sbin/insmod 
/lib/modules/(kernver)/net/(driver) throws any errors.  If not, check the 
conf.modules or modules.conf in /etc for a line that looks like alias eth0 
(drivername).  Of course, having done all that I still can't get one of my 
Mandrake boxen to recognize the two cards it has on boot, but they insert 
fine by hand afterward.  Maybe I should stop being helpful...
