Again, yes you MUST have a 2.4 kernel with all of the headers installed to 
install/compile/use iptables.  It has absolutely no functionality with a 
2.2 kernel of any sort.  It is also a standalone executable that depends 
on the kernel, there is no need to have it installed prior to installing 
the kernel.  It doesn't patch or touch the 2.4 kernel code in any way, but 
it must have the 2.4 kernel and headers installed to compile
