Again, yes you MUST have a 2.4 kernel with all of the headers installed to install/compile/use iptables. It has absolutely no functionality with a 2.2 kernel of any sort. It is also a standalone executable that depends on the kernel, there is no need to have it installed prior to installing the kernel.
