I use Win4Lin at the house and I have used VMWare at the office.  It 
depends on what you expect to do with win98 while running it under LInux.  
If you are looking for DirectX, forget it for a while.  Win4Lin allows me 
to run IE, Quickbooks, and MSOffice which is all I really need.  I only 
reboot if I want to play a MS game (which I haven't done since I finished 
Vampire: The Masquerade).  VMWare allows a little more configuration 
options, but is also more expensive.  As a computer professional, I am 
always a litle leery when things like networking stacks "just work" 
without configuration, but ... then again it does just work (under Win4Lin)

On the other end, Mandrake put out a Lin4Win distro which allowed you to 
launch Linux from the Windows desktop.  I am not sure if they could run 
concurrently, but maybe someone from Mandrake could fill in a few blanks 
about it?
