  If you set up your secondary dns to point to your alternate ip
addresses, then if your primary link is down, then other people will reach
you using the alternate ip addresses.

  If you monitor the next hop router from your computer, then if the
primary link is down and the next hop cannot be reached, you can switch
your default route to route out the alternate ip address.  Switching back
may be more difficult.
