The time zone must be set to encompass daylight savings...
I.E. EST5EDT instead of EST...

I did that. That was the only way to get it not to be off by an hour
immediately after booting. For some reason, when the time changed
this morning, it bumped forward another hour.
As far as #1 and #2, I remember being asked about GMT, but there was
no indication I should do that, so I said no. Vis #2, I thought it
was set up right...
