When you say attributes, you're talking about user, group, and other rwx
bits, correct? So the question you are asking is:
"If I 'chmod 000 /etc/services /etc/xinetd.conf', will xinetd still
run?"
If this is the question you are asking, let me know and I'll
experiment. I would say it probably will work, but I'd rather test and
know with certainty than guess.
