Do you mean that there is nothing in error_log, /var/log/messages, or
any indication whatsoever?
I have noticed that, in some instances, the shared memory in 1.3.19 will
misbehave, but I've not been able to determine what the cause was, only
how to fix it.
Try deleting your error_log file, and doing a fresh apachectl start.
This should put /something/ in that error_log, which would be very
helpfult to look at!
