We really need more information about your setup, but
assuming you are using KDE (the default) you can try
the following:

In KDE Control Center click LookNFeel->Style.  Click
the checkbox to enable Anti-aliasing.  Click Font (on
the left again).  Here you can set up the fonts that
you prefer.

In Konqueror click Settings->Configure Konqueror. 
Click the Appearance tab and select the font
configuration you prefer.  Click Konqueror Web
Browsing (on the left) and click its Appearance tab. 
Here you can select a minimum font size (very handy)
and also set up fonts you want Konqueror to use.

In Netscape, there is a Fonts selection under settings
or properties or whatever.  Click the second Western
ISO and click Set as default.  This is still ugly, but
(for me) much easier to read.  I rarely use netscape,
though.  I use Konqueror.

This should greatly improve the fonts overall.  I've
noticed that keing into web-based text boxes has
slowed down, though, and that can be damned annoying. 
I blame that on anti-aliasing.  If you need to enter a
lot of information into webpages, you might
investigate this further.
