Most "stall" problems are related to packet fragmentation.
Hint: Check your MTU settings.

It doesn't seem to matter what I download or where I
try to get it from, if it's a largish file it stalls
out at right around 32k. I can't find any reason for
this behaviour, but admittedly I am not sure which
logs to look at. Cursory google searches seem to
indicate that it may be a problem with the new kernel,
but I can't really confirm that. Has anyone seen this
sort of thing before? What more info do I need to
post?
