I think the best approach would be to generate the connect script that will
use pppd on the fly, then point pppd to it. And IIRC you can call pppd as
user and have it connect. You should check the HOWTOs for that.
But why don't you try diald? it should be both easier and better, with real
autodetection of connection attempts, which i can't imagine how to implement
in perl (i'm no perl guru, of course, but it seems you aren't either and i
wouldn't know how to do it in your situation)
