Check to to see you have a a file /etc/X11/imwheelrc.
Check the "InputDevice" section in the /etc/XF86Config* file to insure
it list the proper mouse set.
As root in the Mandrake Control the hardware section for selection and
setting the mouse, you should be able to select the USB wheel mouse.
Suggest you make sure that your system has the latest updates.
