why do you dont try it without wvdial. for example my ppp-start-scripts:

start-ppp:

'CONNECT' '\d\c'

you have also to configure options in /etc/ppp and maybe if your isp uses
pap or chap, pap-secrets and chap-secrets. if your isp uses clear-text
passwords, you can attach pass and login to your chat-isp. like

name: login
word: password
