It should be 'passive_ftp = on', since default is off, and I was using
the default value...

[lct@tealc lct]$ grep passive_ftp /etc/wgetrc 
#passive_ftp = off

Thanks a lot for your help, it works... and I keep the maximum
security not opening ports on the firewall...

I got no problem with konqueror to connect to the same ftp sites.
