     Yeah, you're right, it's these hosts.* files which play the trick. 
 Actually, it was written in hosts.deny the following line:

ALL: ALL .........

     What should I put in hosts.allow if I just want telnetd to work? 
 I've tried
TELNET: LOCAL
but it doesn't work.  So, for the moment, I commented out the ALL: ALL 
in hosts.deny (I know it's not advised to do so, but it's OK since it's 
running in a test machine :-) )
