FWIW - You may not have had to run the windows proxy. I don't have att@home myself but some of the people in our local Linux Users Group do. Here is part of a thread discussing this topic recently. It all appears to center around the host name sent to att@home when the IP address is obtained dynamically - they refuse to lease unless it's right.
