Ya, it could be the problem. I had this same issue in LMDK8.0. I had a
Adaptec SCSI Card that for some reason unbeknown to myself would not let
me see the "/dev/fd0". I, also, had no such problem with the same SCSI
card in 7.2. When I pulled the SCSI card in 8.0, all worked well with
the floppy. Again, I am not sure of why this is, and I never received
any feedback from the Mandrake people.

Give it a try, especially if you are no longer using the card...
