Ken, Had a simular problem when I installed 8.0 and then again with 8.1 if you go to /etc/xinetd.d and edit the swat file you will see a line that says disable=yes. Change that to disable=no and then /etc/init.d/xinetd restart. This will reload xinetd with swat enabled.
