Because DHCP depends on a server to supply the information, you are
rather at the mercy of your ISP as to how quickly they give you an IP
address.

The only thing I can think of that you could affect is to change the
order of the startup scripts when your system is booting, so that
networking is installed and started almost immediately. But I think that
the default order for the scripts is already pretty well optimized. I
may be wrong.
