It certainly is! but depends on the trouble you want to take and what you're 
after.
On the one hand if it's a standalone PC you'd have to be to real clear as to 
what you exactly want it to do -once that's clear it's only a case of 'being 
bothered'. On the other hand if it's a PC that can be connected to a server 
in a lan configuration the ltsp-project is something worth looking at 
(http:/www.ltsp.net).
Frankly 486PC's have enough life in them yet, as long as you're sure to as 
what you want to achieve.
