The only help I can offer in this area is by using kups (not part of the default install but on disk 1 of 8.1) During the setup of a printer you can chose to have a banner or not have a banner as well as a trailing banner. Maybe looking at the code it generates will help. I'm looking now but not finding where it writes it's config files. It doesn't seem to make any changes to cupsd.conf but it also doesn't print the banners. If I do find out what and where it's writing I'll let you know but for the moment this is what I've used to get rid of banners.
