Well...  /etc/init.d/syslog is where it's started from and there's an
options line in that script; here's mine:        SYSLOGD_OPTIONS="-m 0 -r"
 # added -r (pfortin) and then, adjust your /etc/hosts.{allow|deny} and/or
other security measure(s)...
