The telnet service probably has been disabled or not started. Check
/etc/services to see if the telnet service is remarked out. If it is
remarked out, remove the "#" and type at the command prompt: service telnet
start. If it isn't remarked out, type "service telnet status" at a command
prompt. You should get a reply from the system that the service is started
or not started. If it's not started, type this at the command prompt:
service telnet start    The system should reply that telnet is started. If the
status request returns "telnet: unrecognized service", telnet has been
disabled somewhere. I hope this helps you resolve at least some of your
problems.
