It's only as a patch so far. The 2.4.5 series probably has it
incorporatated.

I've been running it for over a week now and have not noticed anything
unusual. In some non-scientific testing it seems to reduce the screen
"tearing" when quickly moving windows. Also (again non-scientific) it
seems to make everything a little more responsive when I have the system
fully loaded (playing MP3s, building a kernel, downloading in
background).
