Do I understand you to mean that you want the dialup link to be up all the time without needing to initiate dialling? If so, you could make a "ifup ppp0" command run during startup. This would also redial the link if the connection went down.
I think there is also an option to start the link at system boot within the internet connection setup in DrakConf. Just tick a box! Or am I not understanding what you want to do? I'm not familiar with diald.
