It's not really the age, as I had a Yamaha 4416 from 98 that worked with 700mb CDs just fine. The problem is that 700mb is not an ISO standard like 650mb is, and as such manufacturers of CD-R drives can choose on their own whether or not to include support for it. HP decided no. :-) Glad I bought Yamaha.
