does your /etc/hosts.allow allow sshd? does it have
something like the entry below? 

sshd: ALL

you can also try troubleshooting by telnet:

bash$ telnet 192.168.1.200 22
Trying 192.168.1.100...
Connected to 192.168.1.200.
Escape character is '^]'.
SSH-1.99-OpenSSH_3.0.2p1
