I am using an older Hauppauge WinTV BT848 under Mandrake 8.1 and I had a
problem just like yours.
I found the following mini-HowTo very useful :

Here are the entries that I added to /etc/modules.conf :
alias char-major-81 bttv
pre-install bttv modprobe -k tuner; modprobe -k tda9875
options bttv card=2
options tuner type=2
