Are the machines otherwise identical? If so, your apache config maybe is not optimized for the usage patterns, whereas the other server is. Are you on the same network during the tests? Simple things such as starting up more httpd processes immediately or changing the IDE cables can make a huge difference. It's easy to speculate, but we'd really need a lot more information about the respective setups to begin to figure out the problem. Try searching on Google for Apache tuning tips.
