If you can possibly do this on a non-Internet connected machine (i.e., local lan) it might help to diagnose your errors: chmod 777 the entire squirrelmail directory temporarily. This is to ensure that the correct files have the correct execute and read permissions. If the problem goes away, then go through the standard install procedure to chown the files to the apache user, chmod -w for others, etc.. Take a look in your /var/log/httpd/access_log and ./error_log to see if Apache is causing the problem. You shouldn't see any errors if it's running normally. Beyond this we'd need some error logs...
