Add:

$IPCHAINS -A input -p tcp -s $REMOTENET -d $OUTERNET 22 -j ACCEPT

To your pmfirewall config file.
Restart pmfirewall startup script.

Check for SSH running.
Run:
service sshd status

If not started.
Run:
service sshd start.
