David, For example, if you are logged in as user linux1, then it wants the password for user linux1. All other passwords will be rejected. This is why people typically give someone sudo root access (with a limited subset of commands they are allowed to run) instead of the root password (at which point hopefully you have a backup ready in case the person does some damage).
