[expert] Win workgroup block

This isn't a linux question but since some of you may be IT staff or just may know a program that could help me out. Windows or linux (prefer windows (not by choice))   Problem: I work for IT at a University. Our problem is students set there workgroup as almost anything creating a bunch of work groups. And of course the big boss gets angry and wants all students under dorms workgroup and faculty under the domain. No we are using 'net send' win command, to try to contact the people and get it changed. As much of a pain as this is it eventually gets done. But then people change the workgroup again. Soon a new year comes around and it's the same deal.   Solution: Is there a program or a script that can be put in a server that would block any workgroups except a certain ones. It also needs to let domains stay too.   Thanks Brian
