Probably not.  It is more likely that another sound app is grabbing
/dev/dsp before KDE can get it.  (such as EsounD.) Verify that that is
not the case.

It may not be EsounD.  Check for other sound related stuff.  The first
place I would look would be with the "chkconfig" command.
