I was about to ask how much hard drive space you had for /var because it
gets written to /var/spool/cron/.  Glad you got it figured out.

I don't know the "preferred" method, but the way that I would do it is:
  cp /usr/share/zoneinfo/CST6CDT /etc/localtime
Then reboot (not sure that a runlevel change from current to 1, then
back to 3 or 5 will fix it all the way).  I do know that the change is
immediate for running programs, but rebooting makes it take effect in
the kernel.
