If everything is dropping to the last one (except for access by
localhost), then I would try adding something.  I suspect that in your
/etc/httpd/conf/httpd.conf, you have a ServerName line that is commented
out.  I would set that manually, restart apache, and then see if it
works the same.  I suspect that won't fix it though.

I had a machine that did the same thing (your email jarred my memory)
and i fixed it by adding the main hostname as a virtual host entry in
the vhosts file.
