Paste the results of the following on your machine:

[todd@fiji /usr/share/msec]$ rpm -q --whatprovides ncurses-devel
libncurses5-devel-5.2-27mdk

It almost sounds like you have an older ncurses-devel installed and
rpmdrake doesn't know that it needs to upgrade it (but that doesn't seem
possible either).
