The Jakarta project has a tool called 'JMeter' (http://jakarta.apache.org/jmeter/index.html) for that purpose. It's targeted for testing Java based web sites, but may do the trick--regardless of what you're testing. (I'm sure there are others, this happens to be the one that I'm familiar with...)
