You probably need to do a 'modprobe ide-floppy'.  I actually tried
putting 'hdc=ide-floppy' on the append line in lilo, but that didn't
work for me.  I don't use it very often, so I didn't play with it
anymore; I just do the modprobe whenever I need floppy access.
