If you simply do 'fdisk -l /dev/xdx', then fdisk will claim to truncate the partition table at 16, even though it does not. cfdisk doesn't seem to have a partition limit problem, and Linux has no problem mounting and using /dev/hda17 and /dev/hda18 I created with non-Linux tools.
