It will fail to shut down if it wasn't running.  I think your problem is
that it is not starting properly.  For proftpd to run, DNS and hostname
configuration must be properly configured.  If you have a madeup name
for your machine that does not resolve in DNS, then proftpd will not
start unless you configure the proftpd configuration file in /etc.
