This is the result of a cron job, most likely the log rotation.  Go look
in /etc/logrotate.d and read the config files there.  It will start to
make sense.  

Every time logrotate "rotates" a file, it really is just zipping and
renaming the current one, and then reloading http so that it sees the
missing file and starts a new one.
