It's a contrib RPM. Sounds like you need to add some RPM sources, such as RPMFind,
PLF, Texstar, etc. For now, at least, add RPMfind as follows:

urpmi.addmedia rf ftp://ftp.rpmfind.net/linux/Mandrake-devel/contrib/RPMS with 
../base/hdlist.cz

and then try again with urpmi. It'll work this time.

Dude, make this a priority. It simplifies life a LOT. It's pretty simple:

 urpmi.addmedia    to add software sources.
 urpme.removemedia to ditch software sources.
 urpmi             to install RPMs and dependencies.
 urpme             to uninstall RPMs.

The syntax for adding a source is

 urpmi.addmedia source_name RPM_url with relative_path_to_hdlist_or_synthesis_list

hdlist.cz and synthesis.hdlist.cz are the site's index of the RPMs they have. hdlist
includes descriptions, sizes, and all that. These are often huge. synthesis.hdlist.cz
is the index of RPMs and just the dependencies. If you usually know what you want, 
go with synthesis. If you like to browse and read, use hdlist. 

The syntax for installing a package is 

 urpmi package_name

There are more commands, by the way, but this is most of what you need to know.

Many do. But once you get used to urpmi, you won't use the gui installer very
often.
